for the Defense of Human Dignity and Security
as an international non-governmental organization

Chapter 1. General provisions

1.1. The International League for the Defense of Human Dignity and Security acting as an international non-governmental organization (hereinafter "this Organization") is a membership-based international public association of individuals and public organizations established with a view to enhancing stability and peace and safeguarding universal human interests and values.

1.2. This Organization shall carry out its activities in compliance with the Constitution of the Russian Federation, the existing legislation of the Russian Federation and this Charter, as well as with the generally recognized principles and standards of international law.

1.3. This Organization shall act as a legal entity from the date of its registration by government bodies, maintain its own financial budget, balance sheet, property, funds, bank accounts, seals, stamps, letterheads bearing its name, logo and other duly registered identifying symbols, including its flag, pennons, commemorative signs and public awards.

1.4. This Organization shall maintain its autonomy from the Government and its bodies, enjoy legal and economic independence and be free in determining its own structure, objectives, forms and methods of its activities within the framework of this Charter and existing Russian legislation.

1.5. This Organization shall be liable to the extent of all the assets it owns, on which levy of execution may be effected under Russian legislation.

1.6. This Organization shall be entitled, acting on its own behalf, to acquire and exercise proprietary and personal nonproprietary rights, perform obligations and act as a plaintiff and respondent in courts of law.

1.7. This Organization shall not be liable under any obligations incurred by the Government or its bodies; similarly the Government and its bodies shall not be liable under any obligations incurred by the Organization.

1.8. This Organization shall not be liable under any obligations incurred by its members; similarly its members shall not be liable under any obligations incurred by this Organization.

1.9. The full official name of this Organization shall be: Международная неправительственная общественная организация "Международная Лига защиты человеческого достоинства и безопасности". The abridged version of this Organization's official name shall be: Международная Лига защиты человеческого достоинства и безопасности.

1.10. The English name of this Organization shall be: International League for the Defense of Human Dignity and Security acting as an international non-governmental organization. The abridged English name of this Organization shall be: International League for the Defense of Human Dignity.

1.11. The seat of this Organization's headquarters or of its Board shall be the City of Moscow, Russian Federation.

Chapter 2. Goals and objectives of this Organization

2.1. The Goals of this Organization shall be:
2.1.1. encouraging individuals and public associations worldwide to join their efforts with a view to safeguarding human dignity at the level of individuals and communities;
2.1.2. promoting the development of communities and individuals by enhancing stability and peace, safeguarding universal human interests and values and doing away with the moral, ethic and spiritual oppression of the individual;
2.1.3. promoting the elaboration and practical implementation of socially-orientated policies with a view to attaining decent living standards for people;
2.1.4. promoting the development of democratic principles in communal life, including through efforts to oppose any forms of violence leading to the debasement of human dignity;
2.1.5. promoting the prevention and resolution of conflicts by peaceful means;
2.1.6. promoting the enhancement and maintenance of environmental security and measures to prevent environmental (both natural and technogenic) and other disasters;
2.1.7. providing elimination of consequences of environmental (both natural and technogenic) or other disasters and conflicts, and providing all possible relief to victims of conflicts and disasters.

2.2. To attain these goals, this Organization shall seek to accomplish the following objectives:
2.2.1. promoting the development and enhancement of understanding and cooperation with peacekeeping, humanitarian and environmental organizations, associations and movements worldwide on the basis of universal human, spiritual and cultural values;
2.2.2. promoting the establishment of civil peace and public harmony, mutual respect, friendship and equitable cooperation among nations;
2.2.3. promoting support for, and the implementation of, activities aiming to prevent conditions leading to conflict situations as well as preventing conflicts from emerging and spreading and to resolving such conflicts by peaceful means;
2.2.4. encouraging migration in compliance with legislation and without prejudice to human dignity;
2.2.5. expanding and enhancing cooperation and collaboration with national and international non-governmental organizations, public movements and humanitarian foundations implementing such programs;
2.2.6. examining, summing up and reviewing international efforts aiming to counter extremism, violence and cruelty;
2.2.7. encouraging the prevention of extremism (in all its forms and manifestations) and mounting public efforts aimed at opposing violence and cruelty;
2.2.8. providing support and assistance to eliminate the aftereffects of conflict situations, acts of extremism, technogenic, environmental and other disasters;
2.2.9. providing aid to victims of conflicts and disasters, family members of those who were killed or died while helping to eliminate such situations, disabled persons, retired and other people who need support (including arrangements for the collection, well targeted and supervised distribution and provision of international humanitarian relief and charitable financial and physical resources);
2.2.10. drafting concepts relating to human rights and dignity, including those of the victims of extremism, violence and cruelty;
2.2.11. providing public support and assistance to any efforts to develop and implement socially meaningful innovative technologies and know-how, particularly in the area of environmental, technological and other security and safety, economic and social stability in communities, and to attain decent living standards for people;
2.2.12. promoting the introduction and implementation of social, humanitarian and business contacts among various institutions;
2.2.13. promoting the highly moral and civilized upbringing of young people in the spirit of humanism, non-violence, respect for human dignity (including through the implementation of programs in the fields of education, sports, rehabilitation, information and culture, active involvement of young people in the activity of the League and implementation of its goals and objectives);
2.2.14. contributing to the drafting and implementation of targeted programs in areas relevant to the goals and objectives of this Organization;
2.2.15. providing support to needy veterans, disabled persons, retired and other people.

Chapter 3. Key areas of this Organization's activities

3.1. In order to attain its goals and objectives, and acting in compliance with existing Russian legislation and international rules, this Organization shall:
3.1.1. contribute to the integration processes among nations and public organizations;
3.1.2. interact with international organizations, public, governmental, political, religious and other associations and individuals all over the world on issues relating to the attainment of the goals and objectives of this Organization;
3.1.3. monitor, comprehensively study and review environmental and technogenic conditions, economic, social, political, legal and moral issues (relating to the goals and objectives of this Organization as described in its Charter), as well draft its proposals and recommendations;
3.1.4. arrange and conduct public opinion surveys, sociological studies and polls, large-scale and other events in compliance with existing legislation;
3.1.5. arrange and collect proposals concerning the social, economic and moral dimensions of people's life;
3.1.6. hold domestic and international meetings, exhibitions, charitable concerts, shows, contests, auctions, as well as educational, cultural, sporting and other events, issue and distribute charity raffle tickets and other such products with a view to promote the goals and objectives of this Organization;
3.1.7. participate in educational and other programs, for the purpose, inter alia, of ethical, cultural, physical and healthy upbringing of young people;
3.1.8. conduct publishing, TV and radio-broadcasting, communication, advertising and other types of informational, cultural, enlightening, consulting, educational and scientific research activities in compliance with existing legislation;
3.1.9. disseminate information about this Organization's activities, goals and positions, educate the public on issues relating to the goals, objectives, and key areas of this Organization;
3.1.10. provide comprehensive support to members and partners of this Organization, and represent and protect their interests;
3.1.11. encourage admission of new members;
3.1.12. conduct other types of activities in line with existing legislation, or the goals and objectives of this Organization.

3.2. This Organization shall maintain its relations with other public associations and institutions, including those in foreign countries, on the basis of cooperation, and collaborate with them in achieving common goals.

3.3. This Organization shall be entitled to conduct other activities that do not contravene existing legislation.

Chapter 4. Rights and Obligations of this Organization

4.1. To attain the goals of its Charter, the Organization shall be entitled to:
4.1.1. freely disseminate information about its activities;
4.1.2. participate in the decision-making of government bodies for the attainment of this Organization's goals and objectives as stipulated in its Charter and in compliance with existing legislation;
4.1.3. act as intermediary and consultant offering its services to institutions and government bodies with a view to conducting dialogue and discussions on how to stabilize the situations in areas of potential tensions and emerging conflicts and of would-be environmental and technogenic disasters;
4.1.4. conduct publishing activities in compliance with existing legislation;
4.1.5. represent and defend its rights, the legitimate interests of its members, the members of its organizational units and of the partners of this Organization in federal and local government bodies, public associations and international institutions;
4.1.6. conduct educational activities and disseminate information;
4.1.7. propose initiatives on various issues of public life relating to the maintenance of peace, stability, mutual assistance and defense of human dignity and security;
4.1.8. participate in the founding of other non-profit organizations;
4.1.9. maintain direct international contacts and liaison, and, acting within its powers and competence, coordinate activities relating to the collection and distribution of international humanitarian technical and other assistance, of charitable grants, targeted loans and subsidies as well as conduct other foreign economic activities contributing to the implementation of this Organization's goals and objectives as described in its Charity;
4.1.10. open its units (representative offices, branches, affiliates and organizations) in foreign countries in compliance with the standards and principles of international law and the legislation of the countries concerned;
4.1.11. acquire and receive assets intended for social, charitable and other activities as stipulated in its Charter, and execute social and business agreements in attaining this Organization's goals and objectives;
4.1.12. establish various target-orientated (or trust) funds, including international ones, and effect social and humanitarian sponsorships to attain this Organization's goals and objectives;
4.1.13. conduct without limitations other types of activities that do not contravene generally recognized principles and rules of international law or the legislation of the host countries.
4.1.14.This Organization may exercise other rights that are stipulated by existing legislation, comply with its goals and objectives as described by its Charter, and do not contravene generally recognized principles and rules of international law.

4.2. Obligations of this Organization shall be as follows:
4.2.1. abide by existing legislation, generally recognized principles and rules of international law relating to the activities as described by its Charter, as well as by the standards as stipulated by its Charter and other constituent documents;
4.2.2. apply its physical and other target-orientated resources only for the attainment of this Organization's goals and objectives as stipulated in its Charter; 4.2.3. use target-orientated donations, subsidies and grants including target-orientated government funds raised to finance this organization's programs, only in compliance with their terms and conditions;
4.2.4. publish annual reports on institutional performance and property management and notify the government body where this Organization has been officially registered, about its good standing indicating the actual address of its headquarters and its name as well as details of this Organization's senior managers to the extent stipulated in the Uniform State Register of Legal Entities;
4.2.5. provide, at the request of the government body where this Organization (including its regional branches and representative offices) has been officially registered, requisite information about its activities to the extent filed with the tax authorities, as well assist officers of such government body in learning about this Organization's activities.

Chapter 5. Members of this Organization, their rights and obligations

5.1. The membership of the Organization shall be voluntary.

5.2. The members of the Organization may include:
5.2.1. individuals, including Russian or foreign nationals or stateless persons of 18 years of age or older, who recognize this Charter, and participate in the activities of this Organization;
5.2.2. legal entities, including public associations that recognize this Charter and participate in the activities of this Organization.

5.3. This Organization's membership records shall be centrally kept by its Board, and local records shall be locally kept by the Boards (or by the Chairmen) of its sections, branches and representative offices (where available) with subsequent mandatory approval by this Organization's Board.

5.4. This Organization may award honorable memberships to prominent public figures, statesmen, politicians, scientists, businessmen (sponsors) and veterans of this Organization who have made a considerable contribution to this Organization's work.

5.5. Upon this Organization's Board recommendation its Congress may award honorable memberships. Honorable members shall have the same rights and obligations as those of this Organization's members.

5.6. This Organization's individual members shall be issued with standard membership cards. Honorable members shall be issued with diplomas evidencing their Honorable Memberships.

Rights and obligations of this Organization's members

5.7. All members of this Organization shall have equal rights and obligations. The founders of this Organization shall automatically become members of this Organization.

5.8. Members of this Organization shall be entitled to:
5.8.1. elect delegates and to be elected as delegates to this Organization's Congresses;
5.8.2. elect delegates and to be elected as delegates to the General Meetings of this Organization's branches;
5.8.3. elect members for the elected bodies of this Organization, and to be elected as members of such bodies;
5.8.4. request this Organization to protect their legitimate rights and interests;
5.8.5. receive information about this Organization's activities;
5.8.6. participate in the events organized or conducted by this Organization;
5.8.7. have access to the materials of immediate concern for them;
5.8.8. send their enquiries, petitions and proposals, including by way of criticisms, to the governing bodies of this Organization and personally participate in reviewing, and taking action on, such enquiries, petitions and proposals;
5.8.9. terminate their membership of their own will and at any time.

5.9. Members of the Organization shall:
5.9.1. comply with the requirements of this Charter;
5.9.2. comply with the resolutions of the elected bodies of the Organization, as may be adopted within their terms of reference;
5.9.3. actively participate in the attainment of the goals and objectives of this Organization;
5.9.4. refrain from actions that may be prejudicial to this Organization and its members;
5.9.5. be registered with, and participate in the activities of, one of this Organization's branches.

5.10. Admission, withdrawal and expulsion of members of this Organization
5.10.1. Admission of individuals as members of this Organization shall be effected by its Board or by the Board (Chairman) of one of its units (representative offices, branches and other units) taking action on a membership application submitted by an applicant concerned in writing. The rights and obligations of this Organization's members shall arise and terminate after the date when its body duly authorized to do so by the Charter of this Organization adopts a resolution to admit or expel members concerned.
5.10.2. Resolutions to expel members shall be adopted by a body that has originally made a resolution to admit an individual as a member of this Organization.
5.10.3. The grounds for expulsion shall include: non-compliance with the requirements of this Organization's Charter, physical or moral damage done to this Organization, non-compliance with any resolutions adopted by the governing bodies of this Organization and any executive resolutions adopted by its branches.
5.10.4. Resolutions to expel members shall be adopted by a simple majority of votes cast by the body duly authorized to do so by this Organization's Charter.
5.10.5. No unreasonable expulsion of members shall be allowed and appeals may be lodged within one month with higher-level bodies of this Organization, the Congress inclusive.
5.10.6. Admission of legal entities such as public associations as members of this Organization shall be effected by this Organization's Board taking action on a membership application submitted in writing by an applicant public association together with the copies of its registration certificate and Charter attached to the resolution adopted by its duly authorized body on admission. The rights and obligations of the admitted public association shall arise and terminate after the date when this Organization's Board adopts a resolution to admit the new member.
5.10.7. Resolutions to expel legal entities such as public associations shall be taken by this Organization's Board.
5.10.8. The grounds for expulsion of legal entities such as public associations shall include: non-compliance with the requirements of this Organization's Charter, physical or moral damage done to this Organization, non-compliance with any adopted by the governing bodies of this Organization and disestablishment of the legal entity concerned. Resolutions to expel members shall be adopted by a simple majority of votes cast by this Organization's Board.


Chapter 6. Structure of this Organization's Central Bodies

The supreme governing body of this Organization shall be the Congress of this Organization (hereinafter "the Congress").
The standing governing body of this Organization shall be the Board of this Organization.
The consultative and representative body of this Organization shall be the Board of Trustees.
The supreme elected officer of this Organization shall be the President acting also as the Chairman of this Organization's Board.

Congress of this Organization
6.1. The supreme governing body of this Organization shall be the Congress convened by its Board at least once every five years.

6.2. An extraordinary Congress may be convened by this Organization's Board adopting a resolution to do so in response to a request submitted by one third of this Organization's branches or to a request submitted by this Organization's President.

6.3. The date, venue, numbers of representatives from branches and the agenda shall be determined and declared by the Board no later than one month prior to the date of the Congress. The Congress shall be deemed competent if attended by more than one half of the elected delegates representing more than one half of this Organization's branches. The resolutions of the Congress shall be adopted by a simple majority of votes cast by the delegates present through open or closed (secret) voting.

6.4. Resolutions on the adoption, amendment or modification of this Organization's Charter, the reorganization and disestablishment of this Organization, the election of the governing and audit bodies of the Organization shall be taken by the Congress by a qualified majority (two thirds of the votes cast) of the delegates present at the Congress if there is a quorum. The form of voting shall be determined by the Congress.

6.5. The sessions of the Congress shall be recorded in minutes to be signed by the chairperson and the secretary of the Congress.

6.6. Exclusive terms of reference of the Congress shall include:
6.6.1. approving, amending and modifying this Charter;
6.6.2. determining the objectives and priorities of this Organization's development;
6.6.3. determining the number of members of this Organization's Board, electing them for five year terms and terminating their terms of office before expiry;
6.6.4. determining the number of this Organization's Audit Committee members, electing them for five year terms and terminating their terms of office before expiry;
6.6.5. reviewing and approving reports of this Organization's President, Board and of the Audit Committee;
6.6.6. adopting a resolution on the reorganization and liquidation of this Organization;
6.6.7. approving the Authority of this Organization's Audit Committee;
6.6.8. admitting Honorable Members of this Organization;
6.6.9. approving policies relating to the management and operation of this Organization's property;
6.6.10. reviewing complaints regarding the expulsion of members from this Organization.

6.7. This Organization's Congress shall be entitled to review any issue relating to this Organization's activities and adopt resolutions on such issues.

6.8. The Board of the Organization shall be the standing governing collective body of this Organization elected by the Congress for a five year term. The powers of the Board shall continue until the next election of Board members.

6.9. After the date of this Organization's registration be a government body the Board shall exercise its rights as a legal entity acting on behalf of this Organization, perform its responsibilities in compliance with this Charter and exercise the proprietary rights with respect to the property owned by this Organization.

6.10. The Board shall act while the Congress is not in session and shall address other issues with respect to the activities of this Organization, excluding the issues falling with the exclusive authority of the Congress.

6.11. The meetings of the Board shall be held as and when necessary, but at least once every quarter, and shall be convened by the President of this Organization.

6.12. The terms of reference of this Organization's Board shall include :
6.12.1. implementing resolutions adopted by the Congress, ensuring the institutional unity and integrity of this Organization;
6.12.2. providing general direction of this Organization when the Congress is not in session;
6.12.3. convening regular and extraordinary Congresses, determining their dates and venues, sending notices about forthcoming Congresses;
6.12.4. determining the numbers of Congress delegates representing local branches and other divisions;
6.12.5. admitting and expelling members of this Organization, maintaining the centralized register of this Organization's members;
6.12.6. disposing of the property of this Organization, approving its budget, expenditures and revenues, adopting and approving this Organization's current programs
and projects; 6.12.7. adopting resolutions on the establishment of public associations and on entry into unions of such associations;
6.12.8. adopting resolutions on whether and how this Organization's offices and units shall be opened in foreign countries, issuing such offices and units with the legal entity status;
6.12.9. drafting and approving this Organization's code of behavior for its members to comply with;
6.12.10. drafting proposed amendments and supplements for this Organization's Charter for review by the Congress;
6.12.11. approving the Authority of this Organization's Executive Secretariat;
6.12.12. adopting resolutions on admission of individuals as members of this Organization where a relevant regional branch does not exist;
6.12.13. exercising other powers outside the authority of this Organization's Congress;
6.12.14. adopting resolutions on reorganization and disestablishment of this Organization's offices and units;
6.12.15. approving the Authority of branches and representative offices and appointing their senior management;
6.12.16. reviewing this Organization's performance every six months and reporting to the Board of Trustees.

6.13. The meetings of the Board shall be deemed competent to adopt resolutions when attended by no less than one half of the members elected thereto. The Board shall adopt resolutions by a simple majority of votes of the members present if there is a quorum. The form of the voting shall be determined by the Board.

6.14. The meetings of the Board shall be recorded in the minutes to be signed by this Organization's President and by the person chairing the meeting.
This Organization's Board shall report to the Congress.

6.15. President of this Organization
The President shall head this Organization and act on its behalf without power of attorney. By virtue of his office, the President shall head and direct the Board as its member and Chairman. The President shall be elected by this Organization's Board for a five year term and shall conduct his or her activities in reliance on this Charter.

6.16. The terms of reference of this Organization's President shall include:
6.16.1. arranging and supervising the implementation of resolutions adopted by the Congress and the governing bodies of this Organization;
6.16.2. providing general management of this Organization and of its Board;
6.16.3. representing this Organization (with no power of attorney) at federal and local levels of government, as well as in contacts with individuals and legal entities in any foreign countries and with international institutions;
6.16.4. disposing of this Organization's property and monies within the limits of this Organization's approved cost estimates and budget, executing agreements and contracts on its behalf, issuing powers of attorney, opening and closing bank accounts, lodging claims with courts of law and acting in courts of law with no power of attorney;
6.16.5. convening regular and extraordinary Congresses of this Organization;
6.16.6. signing the minutes and resolutions of this Organization's Board as well as other documents issued by this Organization and keeping this Organization's seal, Charter and government registration certificate in safe custody;
6.16.7. preparing and approving the staffing table of this Organization's executive secretariat;
6.16.8. issuing, within his terms of reference, orders, resolutions, directives, which shall be followed by this Organization's units, bodies and members;
6.16.9. convening and chairing Board meetings of this Organization, nominating Board members for election as Vice-Presidents of this Organization acting as Vice Chairmen of the Board;
6.16.10. determining the terms of reference for the Vice Presidents acting as Vice Chairmen and of other Board members and assigning their respective responsibilities;
6.16.11. issuing powers of attorney to represent this Organization with respect to with any third parties;
6.16.12. recruiting and dismissing staff members of this Organization's Executive Secretariat, paying bonuses to, and taking disciplinary action, on staff members in compliance with existing labor laws;
6.16.13. exercising his preemptive right to sign financial and business documents of this Organization and addressing issues relating to its finances and business operations;
6.16.14. addressing other issues pertaining to this Organization's activities not included by its Charter in the exclusive terms of reference of the Congress or the terms of reference of the Board.
6.16.15. Resolutions adopted by this Organization's President within his or her terms of reference shall be complied with by all staff members.
6.16.16. The President shall be entitled to delegate some of his or her powers to his or her deputy or to any Board member issuing an order to that effect and to mandate an extraordinary inspection by the Audit Committee of this Organization or of any of its branches.
6.16.17. The President shall report to the Congress of this Organization.
6.16.18. This Organization's Executive Secretariat shall act on the basis of the Authority approved by this Organization's President.
6.18. The Executive Secretariat of this Organization shall implement the resolutions of this Organization's governing bodies and shall address issues relating to the business operations of this Organization.
6.18.1. The Executive Secretariat shall draft this Organization's budget, revenues and expenditures and submit them to the Organization's Board for approval.

6.19. This Organization's Audit Committee shall be this Organization's supreme supervisory and audit body elected by the Congress for a five year term and shall conduct its activities according to this Charter and its Authority.
6.19.1. The Audit Committee shall audit this Organization's financial and business operations.
6.19.2. Regular audits of this Organization's financial and business operations shall be conducted once every year.
6.19.3. Extraordinary audits of this Organization's financial and business operations shall be conducted by the Audit Committee making a resolution to do so or as requested by this Organization's President, or as requested by this Organization's Board.
6.19.4. The Audit Committee's rules of procedure shall be determined by the Authority as approved by this Organization's Congress.
6.19.5. The Audit Committee shall elect one of its members as its Chairman, who shall conduct general direction and assign responsibilities among its members, for a five year term.
6.19.6. The Audit Committee shall be deemed competent to adopt its resolutions when more than one half of its members participate in its work. Its resolutions shall be adopted by a simple majority of votes cast by its members.
6.19.7. The resolutions of the Audit Committee adopted within its terms of reference shall be obligatory for all the governing bodies and members of this Organization on relevant instructions issued by this Organization's Board or Congress.
6.19.8. The Audit Committee shall be accountable to this Organization's Congress. No Board members or staff members of the Executive Secretariat may act as members of the Audit Committee.
6.19.9. The Audit Committee shall be entitled to call for the convocation of an extraordinary Congress.

6.20. The Board of Trustees shall act as a consultative and representative body of this Organization, it shall participate in working out, discussing and implementing this Organization's programs, contribute to networking with government departments, international institutions, commercial and non-profit organizations and institutions, as well as with individuals.
6.20.1. The Organization's Board of Trustees shall include government officials, public personalities and politicians, members of the academic, cultural, military, law enforcement and business communities, as well as other individuals from any country of the world concerned with humanitarian, charitable or other socially meaningful activities, who shall recognize the Charter of this Organization and contribute in practical terms to the attainment of its goals and objectives, and those approved by this Organization's Board. The number of the Board of Trustees shall not be limited.
6.20.2. The Board of Trustees shall provide support to this Organization's governing bodies through consultations and recommendations made on how to conduct the activities stipulated by this Organization's Charter. In order to provide advice and recommendations the Board of Trustees shall be authorized to gain access to the materials of this Organization's Congresses and Board meetings and to attend the meetings of this Organization's governing bodies.
6.20.3. The Board of Trustees shall meet as and when necessary, but at least once every year.

6.21. The powers of all the elected, governing and supervisory bodies of this Organization and its branches may be terminated before expiry for violations of this Charter, non-compliance with any resolutions adopted by the governing bodies of this Organization, physical or moral damage done to this Organization, as well as termination of membership in this Organization (withdrawal or expulsion of members).


Chapter 7. Organizational Structure

7.1. This Organization's structure shall include its representative offices, affiliates, branches and other units established in the Russian Federation and elsewhere in the world.

7.2. The structural units shall conduct their activities as stipulated by this Charter, duly approved Authority documents and according to the standards and principles of international law and national legislation of host countries.

7.3. Pursuant to the resolutions adopted by this Organization's Board, its regional and local branches may acquire legal entity rights.


Chapter 8. Property and the Sources of this Organization's Assets

8.1. To the extent of existing legislation this Organization may own the following:
8.1.1. land plots, buildings, structures, erections, residential housing, transport facilities, equipment, appliances and implements, property used for cultural, educational and recreational purposes, monies, shares, other securities and other property required to support the activities stipulated in this Organization's Charter;
8.1.2. institutions, organizations, publishing facilities and mass media services established and acquired for this Organization's account according to its Charter.

8.2. Sources of this Organization's assets
The property and assets of this Organization shall include:
8.2.1. voluntary contributions, subsidies and donations made by individuals and entities from any country (including from this Organization's members), as well as charitable grants provided for the attainment of this Organization's objectives and purposes;
8.2.2. revenues generated by fund raising arrangements, such as entertainment, cultural, sporting and other public events, campaigns held to raise charitable donations, exhibitions, auctions and raffles organized in conformity with existing legislation;
8.2.3. other sources of income as stipulated by existing legislation and related to the activities relevant to this Organization's goals and objectives.

8.3. This Organization shall be an independent owner of proprietary rights.

8.4. The owner of all the property this Organization holds shall be this Organization as a whole.

8.5. The proprietary rights shall be exercised by this Organization's Board acting on behalf of this Organization.


Chapter 9. Rules of Procedure for Amending and Modifying this Organization's Charter

9.1. This Organization's Congress shall approve any amendments and modifications of this Charter as recommended by this Organization's Board, by a qualified majority of two thirds of votes cast by the authorized delegates present if there is a quorum.

9.2. Any amendments and modifications of this Organization's Statues shall be subject to government registration in accordance with the procedure established by the law, and shall be come into force in respect of any third parties from the date of government registration.


Chapter 10. Reorganization and Disestablishment of this Organization

10.1. Any reorganization and disestablishment of this Organization shall be effected on the basis of a resolution of this Organization's Congress or in judicial proceedings according to existing legislation and with this Charter.

10.2. The resolution on reorganization and disestablishment shall be adopted by this Organization's Congress by a qualified majority of two thirds of the votes cast by the delegates present at the Congress if there is a quorum.

10.3. The liquidation shall be deemed completed, and the Organization disestablished from the date when a relevant record was made in the Uniform State Register of Legal Entities.

10.4. The property and assets of this Organization disestablished by a resolution adopted by this Organization's Congress shall, after satisfaction of demands of this Organization's creditors, be allocated to the objectives stipulated by this Organization's Charter.

10.5. Upon disestablishment any and all personnel documents of this Organization shall be transferred to the State Archives in compliance with the procedure stipulated by existing legislation.

10.6. The resolution on disestablishment shall be delivered to the authority which has adopted the resolution on its government registration, for the purpose of deleting its information from the Uniform State Register of Legal Entities.
